SCAQMD Advances Coatings Rule Without UV/EB Exemptions

The South Coast Air Quality Management District is advancing Proposed Amended Rule 1136, which addresses wood product coatings, following a recommendation from its Stationary Source Committee.
The committee met April 17 and supported staff recommendations that do not include exemptions for ultraviolet, electron beam or LED curing technologies. The decision follows earlier direction from the full board to review concerns raised by industry stakeholders regarding these technologies.
According to materials circulated by stakeholders, discussion around the rule included how volatile organic compound (VOC) emissions are evaluated for these systems, as well as how reactive diluents are defined within the regulation.
The rule is currently focused on wood product coatings, but stakeholders noted that definitions and regulatory approaches established in this rule could influence future rulemakings across additional coatings sectors.
A public hearing on the proposed rule was scheduled for May 1.
