On Dec. 14, the National Paint & Coatings Association (NPCA) filed a lawsuit in the Superior Court of California challenging California's fee program for volatile organic compound (VOC) emissions authorized by legislative initiative AB 10X and enacted by California Gov. Gray Davis in March 2003.

The U.S. EPA has approved an action removing the solvent ethylene glycol mono-butyl ether (EGBE) from the Clean Air Act's list of hazardous air pollutants, also known as air toxics. EGBE remains on the EPA's list of VOCs that must be reported under the Toxic Release Inventory (TRI).
