SCAQMD Continues Work on Proposed Amended Rule 1107

The South Coast Air Quality Management District is continuing its development of Proposed Amended Rule 1107, Coating of Metal Parts and Products. Working Group Meeting #3 for PAR 1107, PAR 1124 and PAR 1136 is scheduled for December 10 2024 at 10:30 a.m. and will be held as a Zoom webinar, according to the district’s public meeting calendar.
Working-group materials show that SCAQMD staff has conducted site visits, met with coating manufacturers and reviewed coating manufacturer survey data related to pCBtF and t-BAc usage. For PAR 1107, staff reported receiving three manufacturer survey responses. The initial survey data indicate that certain Rule 1107 coating categories contain products with pCBtF and t-BAc, while other categories reported no such usage. Staff is continuing to evaluate survey data and discuss product lines with manufacturers.
According to the meeting materials, staff is assessing feasible options for phasing out pCBtF and t-BAc across applicable coating categories and is considering a stepwise phase-out approach that may include manufacturing prohibition, sell-through and use-through dates. Staff also noted that it will continue collaborating with stakeholders and will release draft rule language as development progresses.
Future working-group meetings will focus on individual rules, and SCAQMD anticipates additional working-group sessions and public hearings in 2025.
