Brazil Expands 90-ppm Lead Limit Across Most Paint Categories
Brazil has enacted legislation expanding its restrictions on lead in paints and similar surface coating materials.
Law No. 15,441 establishes a maximum permitted lead content of 90 parts per million, or 0.009%, across a broader range of paint and coating applications. The law was published in Brazil’s official gazette June 29 and will take effect 12 months after publication.
The measure expands the scope of Brazil’s previous requirements, which established a 600-ppm limit for architectural paints and products intended for children and artists. Abrafati, the Brazilian Paint Manufacturers Association, said the new framework will cover paints used across a wider variety of applications.
The law provides two technical exceptions. Marine antifouling coatings and zinc-based anticorrosive coatings may contain up to 600 ppm of lead.
According to Abrafati, the legislation was developed at the association’s initiative and introduced by federal deputy Arnaldo Jardim. The association said the requirements align Brazil with international lead-restriction standards.
