Born December 1, 1908, in Roanoke, VA, Blair attended the New Mexico Military Institute and Oklahoma University, graduating in 1930 with a B.S. in Geology. He served as President and later Chairman of the Board of Jones Blair Paint Co. from 1939 to 2000. He served on various community planning groups, business boards and charitable organizations, including the National Paint and Coatings Association

He is preceded in death by his wife Helen W. Blair. He is survived by a daughter, two sons, five grandchildren and four great-grandchildren.
