Philippine Paint Industry Recognized for Lead-Free Commitment

The EcoWaste Coalition recognized the Philippine Paint & Coatings Association, Inc. (PPCAI), seven paint manufacturers, and government authorities for their contributions to eliminating lead in paints. The awards were presented at the coalition’s 25th-anniversary event in Manila on January 31.
PPCAI was commended for ensuring industry compliance with the national phase-out of lead-containing paints, completed in 2016 for decorative paints and 2019 for industrial paints. In 2023, PPCAI supported the inclusion of lead chromates under the Rotterdam Convention and co-published a public notice on non-compliant imported spray paints.
Several paint manufacturers received recognition for replacing lead additives with non-lead alternatives and securing third-party Lead Safe Paint® Certification. These companies include Pacific Paint (Boysen) Philippines, Davies Paints Philippines, Sycwin Coating & Wires, Asian Coatings Philippines, Roosevelt Chemical/Triton Philippines, FH Colors & Coatings/A-Plus Paints, and Treasure Island Industrial.
The event also acknowledged SCS Global Services, the certification body for Lead Safe Paint®, and the Philippine Institute of Pure and Applied Chemistry (PIPAC), which conducts paint sample testing.
The Department of Environment and Natural Resources (DENR) was honored for implementing the Chemical Control Order (CCO) for lead, which set the strictest international limit of 90 parts per million (ppm) for lead content in paint. The regulation led to additional policies, including a Department of Education order requiring lead-safe paints in schools and a Department of the Interior and Local Government directive mandating lead-safe paints for government use.
Local governments, including Davao City, Quezon City, Roxas (Palawan), and Baguio City, were recognized for enforcing ordinances requiring lead-safe paints in public projects. Baguio City also replaced lead-tainted playground equipment in Burnham Park following an EcoWaste Coalition investigation.
