D.C. Proposes New VOC Limits for Paint Thinners and Adhesives
The District of Columbia Department of Energy and Environment has proposed revisions to its volatile organic compound emissions standards for consumer products, including several categories directly relevant to the coatings and CASE industries.
The proposed changes would add or revise product-specific requirements for paint thinners, multipurpose solvents, construction, panel and floor covering adhesives, general-purpose cleaners, bathroom and tile cleaners, oven or grill cleaners and certain electronic cleaners.
DOEE also proposes changes to existing sell-through provisions. For newly covered categories, the amended VOC content limits would become effective on the first day of the month following 180 days from the effective date of the final rule. A specific compliance date would be inserted when the rule is finalized.
The revisions are intended to update the District’s consumer-product VOC requirements and make technical corrections to existing provisions. Because the action remains a proposed rule, manufacturers and suppliers would not yet be subject to the new limits.
