Arnold was formerly an operations engineer and also has held laboratory and research positions, the company said. Gall has held technical-service, research and development positions at a specialty chemicals company.

Silberline Manufacturing Co. Inc. has promoted Joseph Balascik to director of Marketing. Balascik joined the company 19 years ago and was most recently director, Quality Systems. Silberline also named Sheila Setcavage manager, Quality Systems. She was formerly senior secretary, Quality Systems.

Ben Berrios has joined D.B. Becker Co. Inc. as Technical Sales manager, with responsibility for managing the company's sales in the Mid-Atlantic region. Berrios, who also is product manager for materials supplied by EPS/CCA, was formerly a senior Sales engineer for Avery Dennison Corp. D.B Becker Co., Clinton, NJ, is a distributor of raw materials to the paint, coatings, ink and adhesives markets.

PPG Industries Inc. announced that Garry A. Goudy, vice president, Automotive-Refinish Coatings, has been appointed vice president of Automotive Aftermarket, with responsibility for PPG's automotive-refinish coatings, automotive replacement glass and insurance and services. Goudy remains head of the auto-refinish business while assuming "broader responsibility for all of PPG's automotive aftermarket business initiatives," the company said. Goudy joined PPG Canada Inc. in 1970 and held a series of management positions before being named vice president, Automotive Refinish Coatings, in 2001. PPG also announced that Reg Norton, director of Global Manufacturing and Supply Chain for the company's Automotive Refinish business unit, has been appointed global director, Environment, Health and Safety.. He replaces David C. Cannon Jr., vice president, Environment, Health and Safety, who is leaving the company. Lynne D. Schmidt, director of Government Affairs, will be promoted to vice president, Government and Community affairs and executive director of the PPG Industries Foundation, effective July 1. She will replace Jeffrey R. Gilbert, who is retiring July 1 after more than 38 years with PPG.

D.H. Litter Co. Inc. has named Vic Langley Account manager for the New England and upstate New York region, with responsibility for sales and new-account development. Langley was formerly the company's director of Marketing for Performance Polymers, and previous held distribution sales and marketing positions with The Truesdale Co. and Univar.

Darren Lowe has joined Jema-American Coatings, Middlesex, NJ, as technical director. Lowe, formerly technical director at Sico Inc. in Canada, also will provide technical expertise to Agate Lacquer, Tri-Nat L.L.C., which recently moved to the Jema-American technical facility in Middlesex.

Tom McSwain, president of Reichhold Inc.'s Innovative Performance Systems subsidiary, has been named president of the American Traffic Safety Services Association, an international roadway-safety organization based in Fredericksburg, VA. McSwain, president-elect of the association for the past two years, will serve a two-year term as president. Reichhold's Innovative Performance Systems business is a manufacturer of high-durability roadway markings, including epoxies, modified urethanes and polyurea products.

R.T. Vanderbilt Co. Inc. has named Roger K. Price president and chief operating officer. Price joined the company in 1985 as manager of the Rubber Department, and most recently was senior executive vice president, Mining & Manufacturing.

Valerie Reese has joined Jamestown Powder Coatings as Sales and Marketing coordinator, with responsibility for managing the company's national sales and marketing programs. Reese has previous experience in the extrusion industry. Jamestown Powder Coatings, Columbus, OH, is a manufacturer of custom powder-coatings colors and textures.

Dennis Senackerib has joined Keystone Aniline Corp. as Technical Sales representative for the Mid-Atlantic region. Senackerib is based in the Philadelphia area and is responsible for sales in southern New York, New Jersey, eastern Pennsylvania, Delaware, and Maryland. He was formerly a technical sales representative for GEO Specialty Chemicals, and also has held positions with Tricon Colors and Tikkurila Inc. Keystone Aniline, based in Chicago, is a supplier of dyes, pigments and pigment dispersions.

Brian Taubler has joined E.T. Horn Co., La Mirada, CA, as senior Account manager in the company's Ad0vanced Materials Group, with responsibility for sales in Northern California, Nevada, Utah, and Colorado. Taubler formerly held business-management, sales and sales-management positions with Bayer Polymers' Coatings Division and Bayer's Polyurethanes business. He also worked for several years for Union Carbide Corp. and Cri-Tech Inc.
